Industrial Licensing in Egypt

Notification or prior licence: the activity decides the route

Law No. 15 of 2017 governs the licensing of industrial establishments and divides it into two systems: notification for activities whose operation poses no risk to the environment, health, security or safety, and prior licensing for activities whose operation does pose such a risk. We identify the system that applies to your activity and handle the licensing procedures before the Industrial Development Authority through to completion.

• What we review before we start

  • The industrial activity and its risk level.
  • The environmental approval or study required.
  • Civil protection requirements.
  • The location of the establishment and the condition of the building.

• What our support covers

How we work with you

  • Identifying the right licensing system for the activity.
  • Preparing the licence file and its documents.
  • Following up on environmental and civil protection approvals.
  • Technical amendments and adding activities after licensing.

• Points to consider

Before applying

  • A prior licence requires prior environmental approval or an environmental impact assessment, while notification requires environmental approval or an environmental presentation study under IDA’s guidelines.
  • Civil protection approval is required under both systems; under notification, its procedures start after the licence is obtained.
  • The licence is tied to the premises and cannot be transferred to another location; moving requires a new licence.

The information on this page is based on the website of the Industrial Development Authority (IDA), and should be checked against the official texts and decrees in force before any decision is made.
