Investment Regimes in Egypt

• Investing in Egypt

Choose the regime before you incorporate

Before establishing the project, you need to decide which investment regime it will operate under: inland investment, free zones, investment zones or technology zones. This choice determines the procedures, the customs treatment and the incentives that may apply. We review the nature of your project with you and identify the right regime before any step is taken.

• What determines the right regime?

  • The nature of the activity, and whether it targets export or the local market.
  • The project location and the zone where it will be established.
  • The sector, particularly telecommunications and IT activities.
  • The incentives you are seeking and the conditions for them to apply.

• Points to consider

Before choosing a regime

  • General incentives do not apply to free zone projects, according to GAFI’s Investment Incentives Guide.
  • The boundaries of an investment zone are set by a decree of the Prime Minister, so the zone’s status should be confirmed before contracting.
  • The developer of an investment zone is bound by a timetable set out in its licence.

The information on this page is based on the website of the General Authority for Investment and Free Zones (GAFI) and should be checked against the official texts before any decision is made.

Common questions before choosing a regime

What is the difference between free zones and inland investment?

Free zone projects receive special treatment under import rules, customs regulations and currency transactions, and are incorporated through the free zones portal. The general incentives available to investment projects do not apply to them.

Who develops an investment zone?

A developer, which may be a private company or a government entity, builds and develops the infrastructure and is bound by the timetable set out in the licence.

Which activities suit technology zones?

Telecommunications and IT activities, including electronics design and development, data centres, outsourcing, software development and technology education.
